As I don't see this anywhere else, what about scientific communication and outreach initiatives? This public dimension of open science is almost totally lacking from the indicators. Along these lines, journals which encourage commenting, and the addition of non-specialist summaries, should be included.

Track the scientific blogosphere, there might be blogs or projects addressing societal needs and involving societal actors/citizens. Again, SSH disciplines seem to be neglected.
