As I don't see this anywhere else, what about scientific communication and outreach initiatives? This public dimension of open science is almost totally lacking from the indicators. Along these lines, journals which encourage commenting, and the addition of non-specialist summaries, should be included.

Stakeholders engaged in setting up participatory innovation projects (like citizen science projects) should ensure the integration of sex/gender analysis in order to guarantee that innovative processes benefit all segments of population without bias.

Track the scientific blogosphere, there might be blogs or projects addressing societal needs and involving societal actors/citizens. Again, SSH disciplines seem to be neglected.
