We consider that ideally the deployment is performed through a local Roadmap made of a sequence of Local Initiatives. Each Local Initiative focusses on a particular health issue or on a managerial issue. Ideally a regional Action Plan should orchestrate the Local Initiatives and dealt with common systemic prerequisites and infrastructures.
