[...] Implementation, standard and technology are often considered secondary to cultural and organisational change. Yet participants agreed that this often is due to the difficulty in “opening the black box” of technology to policy makers that are not technologists. There is a general overarching bottleneck in enabling joint strategic leadership that cuts across technological and non technological aspects in an integrated way.
