Digital divide therefore limits the effectiveness of feedback and co-creation. Yet SMEs are precisely the target that don’t use public services: there is therefore a vicious cycle where SMEs don’t use public services and to engage in the design and feedback about public services, so that services are ultimately can’t be improved in line with the needs of SMEs.
